Pompey Welcomes Football Governance Bill
New Legislation Introduced in Parliament

Today, the UK government has presented the Football Governance Bill in Parliament.

This proposed law aims to establish a football regulator, independent of both government and football authorities, to supervise clubs in the top five tiers of men’s football in England.

The primary goals of this regulator will be to enhance the financial stability of clubs, ensure financial robustness across the leagues, and preserve the heritage of English football.

Under the bill, clubs will be required to obtain a license meeting basic criteria related to fan involvement, corporate management, and financial disclosure. Additionally, a new test for owners and directors is suggested.

Andrew Cullen, CEO of Pompey, expressed, “Portsmouth Football Club strongly believes that this bill is crucial in ensuring responsible and financially sustainable operations for all clubs. We are pleased to see it introduced in Parliament finally.”

“We extend our gratitude to our local MPs, Stephen Morgan, Penny Mordaunt, and Dame Caroline Dinenage, for their unwavering support in advancing this bill,” he added. “Their efforts will contribute to establishing a more financially sustainable industry while safeguarding our clubs for the benefit of their communities and supporters, both present and future.”

EFL chair Rick Parry remarked, “The EFL welcomes the introduction of the Football Governance Bill to Parliament as a significant step toward securing the long-term financial stability of England’s football pyramid.”

“If implemented effectively, this groundbreaking legislation can address the flaws in the game’s financial structure by providing the independent oversight necessary for ensuring all clubs can survive and thrive in a fair and competitive environment,” he continued.

“The creation of an Independent Football Regulator will be pivotal in this reform, and we are encouraged by the regulator’s proposed powers to intervene financially if necessary,” Parry emphasized. “There is a growing recognition of the vital role professional clubs play in their communities and why they must be safeguarded.”

“The Government’s commitment to the State of the Game Review is reassuring, as it will inform the work of the Independent Regulator in promoting financial sustainability,” Parry added. “The EFL eagerly anticipates contributing to this review while collaborating with clubs, lawmakers, and officials to ensure the Football Governance Bill is effective in safeguarding our game for future generations.”
